The training of specialists of Higher Legal Education was conducted at the Far Eastern State University at the Jurisprudence Department of History and Philology Faculty. After the foundation of the History and Law Faculty with the Departments of History and Jurisprudence in 1975 Law Faculty was organized. In 1995 the Law Institute (FENU) was founded. The founders of legal education at the Far Eastern State University are well -known scholars: N.I.Ovchinikov, L.B.Zus, Y.A.Afinogenov, T.K.Svyatetskaya, V.S.Mikhailov, T.S.Isaeva, V.V.Sonin, D.A.Turchin, P.S.Dagel, P.F.Eliseikin, L.I.Semenova and others.

At present the Law Institute is the largest one of the FENU in terms of the number of students and one of the largest center of legal education and science in Russian Federation. On the 1st, January 2003 the number of students was 2642, 1569 - full-time students, 969 - correspondence students. 71 instructors form the staff of the Law Institute: 10 Doctors of Law, 43 Masters of Law. 53 instructors have scientific degrees and academic ranks. Among the instructors of the Law Institute there are 2 Academicians of specialized Academies (Prof. V.Kurilov, Prof. V.Sonin), 4 Honored Lawyers of Russian Federation (Prof. S.Knyazev, Prof. D.Turchin, Associate Prof.A.Statsenko, Y.Afinogenov), 3 Honored Scholars of Higher Education (Prof. V.Kurilov, Prof. T.Isaeva, Prof. V.Mikhailov).
The Law Institute is proud of its graduates. Since 1963 (first lawyers graduation) about 20000 graduates have got Higher Education diplomas. Among them there are S.Goryachev,( a deputy of the State Duma of Russian Federation), S.Frank ( Minister of Transport of Russian Federation), B.Eliseev (Doctor of Law, Professor,Director of "Aeroflot - Russian Avialines" Co.Ltd), V.Razhev (the Chairman of Primorye Region Court), V.Popondopulo (Doctor of Law, Professor, Head of Commercial Law Chair at the Law Faculty of Sant-Peterburg University), and many others.
Over 3,000 students and post-graduates are taught at all faculties of the Law Institute.

The Law Institute actively cooperates with foreign legal institutions. The stable contacts have been formed with Seattle University (Washington, USA), Richmond University (Virginia, USA), Law School of Wisconsin University (Wisconsin, USA), Kennam University (Massan, Republic of Korea), Osaka University (Osaka, Japan), Rome University "La Sappientia" (Rome, Italy), Chinese People's University (Peking, People' Republic of China).

Apart from faculties and chairs support facilities of the Law Institute include a criminalistics laboratory, a laboratory of computer-based information systems, a legal advice bureau, a department of codification, a legal literature department of scientific library of the FENU, Branch of UNESCO Chair on Human Rights and Democracy in MSIIR Foreign Affairs Ministry of Russian Federation, a depositary of the library of the Council of Europe on human rights, Vladivostok Research Center on Organized Crime. All these facilities provides educational process answering the modern requirements of high -quality training of lawyers with higher education.
Since 2000 Law Institute proceeded to the training of Lawyers in conformity with new State Educational Standard. Under conditions, when modern state of Legal Educational in Russian Federation is experiencing a huge increase of educational establishments, claiming of their rights on Lawyers' training, according to information of Education of Russian Federation there are over 1700 Legal Higher Education establishments and branches; Only 7% of them have essential staff, educational and methodic for full-blooded realization of educational programs on "jurisprudence" specialty. All the rest were founded over east 5-10 years and main goal of their existence is not qualitative legal education but earning some money.(1) That will entail deficit of qualified instructors' staff and sudden drop of teaching standard, noticeable reeducation of scope and content of fundamental scientific researches and textbooks of methodic, publishing of low-grade educational literature on all juridical subjects increased, the absence of proper dynamic and coordinated educational plans and programs of law institutes , corresponding to the interests of society and state, and also appreciable display of noticeable signs of professional and moral diluting of legal specialty and degradation of its prestige; all the attempts the staff of the Law Institute are directed to steady improvement of the quality of lawyers' training. And with this purpose optional courses are included apart from the humane, social , economic, major professional and special legal disciplines . That permits students to get profound knowledge in the field of comparative jurisprudence, of constitutional legal system of different countries in Asian -Pacific region, in the issues of legal protection of external economic activities. At their will students have the possibility to study together with English language one of oriental languages (Chinese, Korean, Japanese).
The instructors have worked out programs for all educational subjects. Educational methodic complexes have been created at all Chairs of the Institute, the include plans for seminars, themes for term papers and diploma, list of recommended literature, tests, problems. Publications of educational literature play the most important role in ensuring educational process. Over 60 textbooks and teaching aids have been published for the last 5 years. (2)

It's necessary to mark the work of Criminal Law Chair on the course of Lectures on Russian Criminal law in 8 volumes( editor -in -chief A.J. Korobeev, Prof.), five volumes of which were already published.
Computer education plays the growing role in the educational process. There are postgraduates and instructors computer classes, free access to the Internet, to the information systems "Garant" and "Consultant Plus" available for students of the Institute the work is Active carried out on the creation of electronic version of the Juridical Department of the Scientific Library of the FENU. Some humane, social-economic and legal subjects are transferred on the distance educational form. Over 10 textbooks and teaching aids have been prepared in electronic version by the instructors for the Last 3 years, which are used by Law Institute Students and for training specialists of higher education on specialty "jurisprudence" in the branches of the FENU in Petropavlosk-Kamchatskiy, Artem, Nakhodka, Ussuriysk.
The introduction of legal advice bureau education in the Law Institute is a very serious innovation in the organization of the educational process in the FENU. This permitted to link together traditional forms and methods of education with development of practical skills and knowledge for students, which are so necessary in their future professional activities, over 90 students are taught in the legal advice bureau (The Leader is T.M. Samusenko. Master of Law). They consult people on legal issues, analyze normative acts, draw up legal documents, represent people and organizations in the courts, and other organizations of public power. The development of educational process in the form of the legal advice bureau has not only educational aims. Owing to it, people who have not a possibility to address for the help of professional lawyers now have a real possibility to get legal information and legal services in the Law Institute of the FENU. From 1st Jan., 2001 till December, 2002 639 people have appealed for legal aid, that fact demonstrates its social significance.
In order to intensify the ties of educational process with legal practice, the leaders of state bodies are invited for lecturing to students.
For a long time Law Institute has been cooperating with the Chairman of Primorye Regional Court, Honored Lawyer of Russian Federation V.F. Razhev; Public Prosecutor of Primorye Region Honored Lawyer of RF V.V. Vasilenko; the Leader of Primorye Territory Administration of the ministry of Antitrust Policy of Russian Federation, Professor, Honored Economist of RF, V.I. Talantsev, Head of the Registry Office Board of Primorye Region Administration, Honored Lawyer of Russian Federation. G. Dogot. It should be mentioned, that many instructors of the Institute combine their teaching activity with practical jurisprudence. Prof. S.D. Knyazev heads Election Committee of Primorye Region; Associate Professor N. Morozov is a Deputy Chairman of the Committee on Region Policy and Legitimacy of the Legislative assembly of Primorye Region; Professor V. Kurilov and Ass. Professor V. Kaurov are the members of the qualification board of Justices of Primorye Region, Assoc. Prof. E. Khrustalev is a member of the Board of Examiners of Primorye Region Court in taking qualification examination from the candidates. Prof. L.Romanova and Ass. Pr. A. Rekhovskiy are the members of the Qualification Board of Primorye Region Bar. One of the main direction of the Law Institute policy is Internationalization of legal education and legal science. The basic forms of international cooperation are drawing foreign instructors give lectures and other studies with the students of the Institute; abroad business trips and up-grade training of instructors and students; organization of joint educational programs and scientific projects with foreign partners; realization of international conferences and seminars.

The achievements of the Law Inst. Of the FENU in the organization of educational process and the development of legal science testify eloquently, that it is considered to be the center of legal education in the Far East of Russia.

That is why on its base the Far Eastern Department of the Federal Association of Law Higher Schools is organized and functions. The Far Eastern Department of Jurisprudence of Russian Federation Universities, Primorye of Russian Academy of Legal Science are organized here too. At present in the Law Institute (FENU) the training of Masters of Law and Doctors of Law is realized for the Amur State Univ. (Blagoveschensk), Vladivostok Branch of Russian Customs Academy, Far Eastern Law Institute a Home Affairs Ministry of Russia (Khabarovsk), Sakhalin State University, Khabarovsk Law Academy Economy and other Higher schools.
